Is a vessel that is being towed considered 'underway'? Even though they do not fit the definition of 'underway' (anchored, fixed to ashore, or aground). What would a vessel being towed be considered?? Underway, not making way? NUC? I love your videos; they are helping immensely with my study for 3rd Mate 500 Ton license. Thanks.
This is an interesting question. I would consider it to be a vessel under way and say that it does for the definition of both vessel and underway. Whether it is making way or not would depend on the tug it is attached to. What are your thoughts? I've never been asked this question before.

That said. I am doing my ASA instructor rating. I have sailed around the world about 80 000nm in the last 10 years. I used some of these concepts for sure but never had to get into these tables. Thanks for making these video they are helping me prepare for that exam greatly!!!

You are correct. The lecture is focused on where Inland and International are the same. I do have a video in the playlist that is dedicated to Rule 28 Vessels Constrained by Their Draft. Vessels Constrained by Draft is so small compared to the vessels above and below it that I leave it out for simplicity sake and hit on it like the other nuances in the Rules such as sound signals made by RAM vessels in restricted visibility.

Use your mental math. If you get it wrong you will be way off and your mental math will let you know where you should be. If you convert 45 minutes to hour it will be about .75 hours. It's like looking at an analog clock.

Okay I totally understand momentum and its relation to outside forces thanks to the fact that it's based on changes in velocity. However, I don't really get what inertia is since it's based on the mass of the object alone My question is, what good is (knowing) the inertia of a certain mass and how does it affect the momentum? Does it mean anything on its own?

But do we need to come into the deviation table with the Compass Heading or Magnetic Heading? How can we go in both ways? You have Compass Heading and you go with it into deviation table and find the deviation, not with the Magnetic Heading ( Or should i imagine Magnetic Hdg values right next to the Cmpass Hdg values with already applied deviation(example: Comp Hdg: 000 -> Dev: 1.0E -> Mag. Hdg: 001 and so on for each value of Comp Hdg) Please explain!

I have been fumbling around different sites, trying to get a straight answer on what is required in order to obtain a OUPV 6-Pack license. Is there a requirement for a minimum number of days on the water logged as part of the application process? I thought I read somewhere that the Coast Guard expects an applicant to provide record of 365 days on the water. Maybe I misread something?
